These aren’t our programs. They’re run by PG&E, MCE, BayREN and the State of California — and they’re available now. You may qualify.

All four programs below are open to renters in some form, though what you can access depends on the program — and in one case, on which city you live in.
PG&E CARE and FERA — Open to you directly, as long as the PG&E account is in your name. No landlord involvement needed. Available in Pittsburg and Antioch.
MCE Home Energy Savings — Open to renters in single-family homes in Pittsburg. Not available in Antioch. Some upgrades will need your landlord’s agreement.
BayREN EASE Home — Open to renters in both cities, but the work is structural, so you’ll need your landlord’s agreement before anything starts. There’s also a co-pay of up to $1,000 — worth discussing who covers it.
Equitable Building Decarbonization — Open to qualifying households. If you rent, availability may depend on your landlord’s consent — ask when you get in touch.

Two programs that lower your monthly PG&E bill if your household qualifies by income, or if you already receive certain kinds of public assistance.
You apply once and PG&E checks you for both.
Who can apply: Homeowners and renters, as long as the PG&E account is in your name.
Cost: Free. PG&E will never ask you to pay to enroll.

A free home energy assessment from a trained advisor, followed by upgrades at no cost — things like attic insulation, duct sealing, and a smart thermostat. Upgrades are valued at up to $7,000.
The assessment takes about 30 minutes and shows you where your home is losing energy.
Who can apply: Pittsburg homeowners and renters in single-family homes, if your income qualifies and your home is in MCE’s service area. (Not applicable to Antioch residents)

Upgrades that make a home warmer in winter, cooler in summer, and cheaper to run — insulation, duct sealing or replacement, whole-home air sealing, and some safety work including mold and pest remediation.
BayREN manages the whole process. They arrange the site visit, set fixed prices, match you with an approved contractor, and handle permits and inspections. You don’t have to find contractors or compare quotes.
Who can apply: Income-eligible homeowners and renters in single-family homes across all nine Bay Area counties.
Cost: You pay 20% of the project cost, capped at $1,000. The program covers the rest.

A State of California program that replaces gas appliances with efficient electric ones at no cost — and covers the appliances, the labor, and the installation.
Because the funding is already set aside, there’s nothing to pay back and no hidden costs. The program is designed to lower energy use, improve the air inside your home, and make it more comfortable in heat.
Who can apply: Homeowners and renters in qualifying low-income households in selected communities.
Cost: Free.

Some of these programs work together. Some don’t. Eligibility depends on your income, whether you own or rent, and where you live.
